Please note that the few rules have been revised & enforced by Saudi Consulate in Mumbai / Delhi, below are the details for your reference and kind information.


Medical

As per the revised rule effective from 1st January 2010, the Candidate’s finger print is recorded at the GAMCA office and his passport verified for authenticity. Then Candidate is allotted a GAMCA medical centre where he under goes the medical check. Previously, the Recruitment Agency used to recommend the panel doctor’s name to the candidate and accordingly the candidates were doing the medical test through GAMCA approved panel doctor.

Same rule has been enforced in Delhi


Police Clearance Certificate (PCC)

As per the Saudi Embassy for visa stamping candidates are required to submit Original Police Clearance Certificate (PCC) which has to be attested from Ministry of External Affairs (Delhi).
Exit proof a candidate who comes to India on exit visa can travel back to Saudi Arabia but the consulate needs Original/copy of Exit Proof (Certificate) from Jawwazat office, however if he returned on re-entry visa he has to complete his stay in India for a period of 2 years then only his visa could be stamped.

The Saudi consulate is working from Monday to Friday in week, Monday to Wednesday are reserve for submission of Employment Visa and for Visit Visa, Temporary Work Visa and Residence Visa can be submit from Monday to Friday and accordingly Consulate divided all agencies day wise for submission like we have given only Monday & Wednesday in every week for submission of passports for Employment Visa. Consulate takes 3 to 4 working days for processing Employment Visa and other visas such as Business Visa, Temporary Work Visa, Family Visit and Residence Visa takes 2 to 3 working days. In case of Employment Visa if visa category is low and Non Professional then we can get speedy process and visa stamp soon because these visa category does not require any professional degree attestation and if visa category is higher and professional then we have attested degree from HRD, Ministry of External Affairs and Saudi Consulate and then we can submit for visa processing.

As announced by Saudi Consulate, from 25th January 2010, the candidate has to obtain a “Police Clearance  Certificate” with a police clearance endorsement on his passport from the respective regional passport office subsequently candidates have to travel to respective places to get the PCC.

Re-entry and Exit Visas for Saudi Arabia


Saudi Arabia has a very unique way of handling their immigration rules and regulations. The most important one, which severely affects expatriates, is the exit/re-entry regulations. In Saudi Arabia, one needs to obtain needs to obtain a visa stamp for entry, exit, and re-entry. Many expatriates do not release this and believe since they already have a valid visa they can come and go as they please. This is completely false.  
I have already covered in an earlier article “Demystifying the Saudi Arabian Visa Experience” the differences and stipulations regarding exit / re-entry visa. As a reference to the article, I would like to highly stress that any expatriate exiting Saudi Arabia, will need to have an exit and a reentry visa. The good thing is that you will only have to go through this hassle once, as these visas are issued as a six month, multiple entry visas. Now, what happens if you have an emergency or you forgot and this is the 7th time you are reentering? I will highlight the exact steps you will need to follow.  

First, note that Thursdays and Fridays are the equivalent of the Western weekend of Saturday and Sunday. This means government offices and computer systems will be closed. Next, the passport and visa offices are closed completely twice a year – 2 weeks for Eid Al-Fitr and 2 weeks for Eid Al-Adha. Last, during Ramadan, which has a rotating calendar schedule, you can expect government offices to have unexpected closures, limited hours, and short staffed. If you do not have a multiple visa or your visa has expired and you happen to find yourself in an emergency situation during any of these times, there are special provisions you must follow. At the Kingdom’s discretion, they may decide to grant you an emergency exit/re-entry visa.
Each of the major 3 airports has an official stationed in the Saudi Passport Department. This positioned is staffed by at least one person 24/7 and 365 days a year. If your situation is extremely dire, the official may acquiesce and decide to grant you an emergency exit/re-entry visa. However, this will not be a multiple, entry visa and is only valid for 15 days; which means you have exactly 15 calendar days (not business days) to re-enter the kingdom. If you do not re-enter within this time frame, your visa will be canceled and you will be considered out of status, which will have huge ramifications financially and legally. Lastly, in order to even begin this process, either your sponsor or sponsor’s Government Relations Rep must personally accompany you to the airport. It is here, he will sign a declaration form certifying your employment, the hosts’ financial responsibility, and guaranteeing your return in 15 days. You can now see how this would affect your employment if you decide to stay longer than the 15 days.
Generally, most major companies in Saudi Arabia have a Government Relations Officer. His specific job is to facilitate a smooth transition with the visa process between the employee, host, and sponsor. It would be a good idea to have this persons contact with you 24/7. If you are approaching a weekend or a major holiday, it is imperative to check the shift schedules or glean the Deputy Director’s number.  This can save you a big hassle if you are in need of an emergency entry/re-exit visas.
Of course to prevent embarrassing and stressful situations it is highly advised to apply for the multiple exit/re-entry visas and to keep an accurate account of the visas validity, expiration, and number of uses. These little steps can go a long way to save you from big problems.

Saudi Arabia has a very lengthy and complicated entry process which will be described in summary form here and further details are always supplied when an individual decides to take up a an offer of employment in Saudi Arabia. On average you can expect to wait up to eight weeks for your application to be processed.
Summary of the General Visa Application Process for Saudi Arabia:
When you have been offered a job in Saudi Arabia your future employer will be responsible for obtaining your work visa authorization code.
Your employer or Recruitment company will then send you your employment contract along with booklets and information explaining the Visa application process to you and what they will require to process it for you.
Your employment pack should always include:
  • A Medical Report for the Royal Embassy of Saudi Arabia in Canada or for whatever country you reside in.
  • The Embassy Authorization Memo
  • A Visa Application Form
  • Statement of Religion Form
  • Note about Police Clearance
The first thing you should do is go and see your doctor and get the medical exam completed as there will be lab results required that could take time and they all need to be returned within three months to be considered valid. Your doctor must also complete the official form. Then the form needs to be verified by the College of Physicians and Surgeons or by the equivalent authorizing body in your region. If posting the form to them you might also want to give them the address to send them to and the required postage costs so that they can then post it directly onto Saudi Arabia. The form will also specify all the medical tests that will be necessary.
Make sure your passport is valid and has two blank pages and you have signed it. If there are Israel stamps on your passport you will not be given a Visa to Saudi Arabia.
All original qualification certificates will have to be sent to your recruiter for verification.
You will need your high school diploma or your equivalent and all your documents must be legible in French or English. If you have lost anything you will need an official letter on headed paper with all your qualification details stated on it from the original awarding body along with a copy of the original certificate. You also need to send a letter from a previous employer from your country matching the details on your contract of employment.
Once you have got to this stage you will need to put together and send all the documentation required. It is best to keep copies of everything and send it by courier to be sure of its arrival and to save time.
Documents enclosed should include:
  • Results of mandatory medical tests and if any of them are not ready confirm you will fax and post them on at a later date.
  • The stamped Medical Report completed by your doctor and stamped by the Physician and Surgeons in your region or whatever is their equivalent.
  • The Employment contract which you will have signed
  • The signed Saudi Arabia Embassy Authorization note
  • A name change document if required
  • Your Passport
  • A completed visa application form and if you have opted to convert to Islam the conversion certificate.
  • Six color passport photographs
  • A Police Clearance Certificate dated within three months of the current date.
  • A letter of No Objection, you will also require a letter of release if you have ever worked somewhere else in Saudi Arabia.
After this provided everything is in order it will normally then take approximately ten days for your visa to be issued.
When your Visa is issued the Embassy in Saudi Arabia will stamp the inside of your passport and return it to your recruitment company. They will then subsequently apply for your airline tickets and in due course they will then courier them to you along with returning your original documents. You are now ready to travel.
